I had missed this, but academics and practitioners of standards-development might like a reminder about Egyedi and Blind's The Dynamics of Standards (it came out in 2008.)

From the introduction:

The key observations that most of the impact of a standard occurs after it has been established, and that most standards do not retain their original form over their lifetimes, was always staring us in the face.

An interesting comment(p26):

We have concluded there are serious issues at stake with regard to the interoperability of standards for digital information objects over time.

It contains Egfedi and Arjan Loeffen's excellent paper Succession in standardization: grafting XML onto SGML (updated with mentions of ODF and OOXML.)
